What is the bright star next to the Moon tonight?

It is often a planet: Venus, Jupiter, Mars or Saturn. Use the "Where to look" strip above: if a planet dot is close to the Moon, that is your bright "star".

When is the best time to stargaze tonight?

After the "fully dark" time shown above (the end of astronomical twilight), and best when the Moon has set or is a thin crescent. A bright Moon washes out faint stars.
